About the Chief Information Officer
Frank Feagans has 35 years of experience in Information Technology. He joined UT Dallas in 2015 as the Director of Research Computing shared services. In early 2016, he also became the AVP of Enterprise Applications.
Before joining UT Dallas, Frank was the Executive Director of Central IT at the University of Arizona. Prior to joining the U of A, Frank spent three decades in private industry IT leadership roles. His stops included 11 years with McDonald’s Corporation, 4 years with McDonald’s global supply chain integrator, and 2 years with US Cellular.
Frank has led all aspects of IT, including application development, research, architecture, infrastructure, operations, project management, and client services.
A native of Illinois, Frank holds a Masters degree in Computer Science and a Bachelors degree in Computer Engineering from the University of Illinois in Urbana-Champaign.

Technology Experience and Innovation
Technology Experience and Innovation assists the UT Dallas campus by providing service desk resources, general purpose computer labs, Microsoft 365 support promoting educational events, partnering with schools and departments to create solutions to information technology needs, desktop support services, and IT service management.
Cyberinfrastructure and Research Services
The Cyberinfrastructure and Research Services department was established in 2015 to support research and teaching on campus by offering a suite of cyberinfrastructure services to faculty, staff, and students.
Enterprise Technology Innovation and Services
Enterprise Technology Innovation and Services group provides services to accelerate Digital Transformation and Innovation, support to Research and Foundational IT services. ICPS provides Cloud Center of Excellence focusing on storage migration, Software as a Service (SaaS), Application integration, Database & Big Data, and pilot testing of emerging technologies.
Business Operations and Services
Business Operations and Services provides a focused attention on audit remediation, compliance activities, and risk preparedness in support of our information technology customers and stakeholders, and managing IT purchases and inventories.
Digital Transformation
Digital Transformation (Dx) provides support, maintenance, development and services for campus enterprise administrative information systems. These systems support student administration and services, financial management, budget, procurement management, human resources management, facility management and numerous ancillary systems.
